UAE Issues First of Its Kind Federal Decree Law on National Education Curriculum

UAE announces new federal law on national education curriculum

The UAE has issued a federal decree law governing the National Educational Curriculum, marking the first time a comprehensive legal framework has been established to regulate curriculum design, approval, implementation and review nationwide.

The law applies to all public and private educational institutions, from kindergarten through Grade 12, including private schools that follow their own curricula but teach approved compulsory subjects.

This step reflects the country’s commitment to strengthening education governance while ensuring consistency, quality and alignment with national priorities.

National Education Charter Sets the Foundation

At the core of the decree is the National Education Charter, which will serve as the supreme reference document for education in the UAE. The charter defines national education objectives, graduate attributes, identity values and target competencies.

It also guides curriculum development by outlining learning standards, expected outcomes, teaching methods, education pathways, language of instruction, programme duration and subject content.

Clear Structure for Curriculum Changes

The decree introduces a structured framework for managing curriculum updates, classifying changes into four categories with defined approval processes.

Major changes involve wide ranging amendments that affect the foundations of the curriculum. These require approval by the Education, Human Resources and Community Development Council and ratification by the Council of Ministers. Such changes must undergo pilot programmes and full evaluation before nationwide implementation. Partial changes include limited updates within specific subjects, such as modifying learning outcomes or adding or removing topics. These are approved by the Education Council. Technical changes focus on improvements to clarity, formatting, language or presentation and are approved by the Ministry of Education.

Exceptional changes are reserved for urgent situations such as national or global emergencies. These are approved by the Education Council, with reports submitted to the Council of Ministers when changes have wide impact.

Inclusive Approach to Curriculum Development

The decree allows government, private and non profit entities, including those operating in free zones, to propose curriculum developments or amendments. All proposals must be supported by studies demonstrating alignment with national education goals, labour market needs, national identity and societal values.

Implementation and Oversight Responsibilities

Educational institutions are responsible for implementing the approved curriculum, participating in pilot programmes, collecting feedback and submitting observations to the Ministry of Education. Local education authorities will oversee implementation in private schools, while the National Centre for Education Quality will evaluate outcomes and impact, reporting its findings to relevant authorities.

Ensuring Stability and Future Readiness

By clearly defining roles, responsibilities and approval pathways, the decree ensures consistency and stability within the national education system. At the same time, it allows flexibility to adapt to future developments and labour market demands.

The UAE Cabinet approved the National Education Charter following a review by the Education, Human Resources and Community Development Council, ensuring alignment with national policies and long term strategic goals.
