The UAE has announced a new federal law on higher education and scientific research, reinforcing governance, quality assurance and institutional accountability across the sector. Issued on Tuesday, December 30, the law aims to align educational outcomes with labour market needs while supporting lifelong learning and innovation.
The legislation strengthens oversight of higher education institutions and technical and vocational education and training institutions, ensuring improved governance and effective management across the country.
Supporting Workforce Readiness and Lifelong Learning
According to the UAE government, the new law seeks to enhance quality, competitiveness and relevance within higher education. This follows the recent issuance of a federal decree law establishing a National Educational Curriculum for all public and private schools, creating a unified framework for curriculum design, approval, implementation and review.
Together, these measures aim to create a cohesive and future ready education ecosystem that supports national development priorities.
Stronger Regulation and Licensing Requirements
The law introduces a comprehensive legislative framework covering licensing, classification, scientific research, quality assurance and vocational education. It tightens licensing regulations by prohibiting the establishment, operation, promotion or advertising of higher education programmes without official institutional licensure from the Ministry of Higher Education and Scientific Research.
All academic programmes must comply with national accreditation standards to ensure consistent academic quality across institutions.
Standards for Online and Blended Learning
Institutions offering e learning or blended learning programmes must follow approved national quality standards. Programmes must also receive independent accreditation and adopt innovative and flexible teaching methods suitable for digital education. The law further requires institutions to protect data and intellectual property rights while encouraging active engagement between students and faculty.
Oversight of Free Zone Institutions
The legislation also regulates higher education institutions operating in free zones. These institutions must obtain local permits, institutional licences and programme accreditation from the ministry. Clear coordination and oversight mechanisms between local authorities and federal regulators will ensure alignment and accountability.
Improving Transparency and Competitiveness
The law introduces periodic classification and evaluation of higher education institutions, with results published to enhance transparency and strengthen competitiveness across the sector.
